The Beretta M92 at Rio Hato: The M9’s Combat Debut

In the darkness over Panama on December 20, 1989, nearly 900 U.S. Army Rangers descended toward Rio Hato Military Base. Below them waited roughly 500 soldiers of the Panamanian Defense Forces. The defenders had been alerted, the opening air strikes had not produced the intended shock, and the battle became a confused 360-degree fight with Rangers and Panamanian troops mixed across the airfield.

The Rangers’ rifles, machine guns, and supporting aircraft carried the fight. But many of the Americans also entered battle with a comparatively new sidearm: the Beretta M9, the U.S. military version of the Beretta 92 series.

The pistol did not win Rio Hato, and no surviving record provides a shot-by-shot tally of every M9 fired there. Its advantage was narrower: for a parachutist, machine gunner, leader, or crew member who lost access to a rifle—or had to fight in a confined space—the M9 offered 15 rounds, safe chambered carry, and compact handling. Operation Just Cause was the new sidearm’s first major combat deployment.

Five Centuries of Beretta History

Fabbrica d’Armi Pietro Beretta traces its documented history to 1526, when Bartolomeo Beretta supplied arquebus barrels to the Republic of Venice. The company endured by adapting its craft to new forms of manufacture.

Its semiautomatic-pistol experience began long before the Model 92. The Model 1915 introduced Beretta’s signature open-top slide, while the postwar Model 1951 paired it with a locking-block system. By the 1970s, military and police customers wanted a double-action 9 mm pistol with greater capacity.

Beretta answered with the Model 92. Giuseppe Mazzetti and Vittorio Valle led the design effort under Carlo Beretta, combining those established features with a double-column, 15-round magazine and a double-action/single-action trigger. Prototypes were complete by 1975.

How the Model 92 Became the M9

The first Model 92 placed its safety on the frame. The later 92S moved it to the slide, where it also lowered the hammer safely. Further changes produced the 92SB and 92SB-F, later called the 92F. The magazine release moved behind the trigger guard, controls became easier for left-handed use, and an automatic firing-pin block was added.

The United States wanted one standard pistol to replace aging M1911A1s and .38-caliber revolvers while aligning its ammunition with NATO partners.

Eight manufacturers entered the Army’s 1984 tests, but only two entries completed the program satisfactorily. Beretta won in January 1985, and the 92F entered service as the Pistol, Semiautomatic, 9 mm, M9. The initial five-year contract grew to more than 320,000 pistols.

The new sidearm offered a 15-round magazine, ambidextrous safety, reversible magazine catch, and the ability to carry a chambered round with the firing pin secured. At 33.8 ounces unloaded, it was a full-size duty pistol, but still easier to maneuver than a rifle in a vehicle, cockpit, or crowded room.

An Open Slide and a Familiar Locking System

The Model 92’s appearance follows its function. Much of the slide is open, leaving a generous path for empty cases to leave the pistol. The barrel and slide recoil together briefly before a hinged block unlocks them—a refined version of a principle associated with the Walther P38 and already used in Beretta’s Model 1951.

With the hammer lowered, the first trigger pull both cocks and releases it; after the slide cycles, later shots use a shorter single-action pull. The slide-mounted lever decocks the hammer and places the pistol on safe. After the final cartridge, the slide locks open for reloading.

The first double-action pull was longer and heavier than later pulls, and the broad grip challenged smaller hands. Even so, the package balanced safety, capacity, accuracy, and durability for a military equipping hundreds of thousands of people.

Controversy Before Combat

Adoption did not end the argument. M1911A1 supporters opposed replacing .45 ACP with 9 mm ball ammunition, rival manufacturers challenged the selection, and military testing and field use exposed cracked frames and a small number of slide separations.

A 1988 Government Accountability Office review reported 14 slide failures—three in Navy operational use and eleven in Army laboratory tests—and injuries to four shooters. Investigators disagreed over ammunition and metal fatigue. The Army issued a safety message and stopped deliveries during corrections. An enlarged hammer-pin head was added to prevent a separated slide from leaving the rear of the frame; the commercial version became the 92FS.

The M9 was not flawless, but its problems were documented and addressed. In February 1988, the Army concluded that current-production pistols still met the 1984 requirements. Less than two years later, the weapon went to war.

The Battle of Rio Hato

Operation Just Cause began shortly after midnight on December 20, 1989. Rio Hato, about 50 miles from the Canal Zone, housed the Panamanian Defense Forces’ 6th and 7th Companies. The 7th had helped rescue General Manuel Noriega during an unsuccessful coup that October, making the base an important target.

Two Ranger battalions were assigned to seize the airfield. Before their jump, two F-117A aircraft dropped bombs intended to stun the defenders. One missed by several hundred yards; the other fell closer to the barracks than planned. Operational security had been compromised, and many Panamanian soldiers had already left the buildings.

AC-130 fire and attack helicopters engaged selected targets as Rangers parachuted onto the base around 1:00 a.m. They landed without a conventional front line: paratroopers and defenders were intermixed, fire came from several directions, and men had to assemble in darkness. By sunrise, the Rangers had taken the base.

Where the M9 Held an Advantage

The M9 did not outclass the PDF’s rifles or the Rangers’ carbines. Its value appeared when a primary weapon was unavailable, entangled in parachute equipment, empty, or awkward to use at arm’s length.

The M9 held more than twice the ammunition of the seven-round M1911A1 magazine it replaced. In a night battle with threats in several directions, 15 cartridges before reloading created a larger emergency reserve. Its double-action system and firing-pin safety allowed a chambered round with the hammer lowered, while controls accessible from either side aided an awkwardly positioned shooter.

That combination suited machine gunners, leaders using radios, medics, aviators, and vehicle crews. The pistol could remain holstered until needed, then come into action in a confined space where a long gun was difficult to turn.

This is a contextual advantage, not a claim that M9 fire decided Rio Hato. The official Army history records the battle’s scale and confusion but not individual pistol engagements. The evidence establishes that the M9 had entered Ranger and Marine service by Panama and that its close-defense role matched the operation’s hazards.

From Panama to the Long Wars

After Panama, the M9 served through the Persian Gulf War, Somalia, the Balkans, Afghanistan, and Iraq. Many users praised its accuracy and smooth shooting; others criticized its large grip, changing trigger pull, and standard 9 mm ball ammunition.

Some non-Beretta magazines also performed poorly in desert sand. The Marine Corps’ M9A1 added an accessory rail and improved sand-resistant magazines, while Beretta continued refining the family.

In 2017, the Army selected the SIG Sauer-based M17 and M18 to replace the M9. By then, Beretta’s pistol had served the U.S. military for more than three decades, and the Model 92 family had become one of the world’s most recognizable service-pistol designs.

The M92’s Lasting Place in Firearms History

The M92 story links old-world gunmaking with modern military standardization. Its form carried ideas from early Beretta semiautomatics; the M9 configuration emerged from NATO logistics, competitive testing, and American requirements. Its weaknesses prompted scrutiny and engineering changes.

At Rio Hato, its contribution was modest but real: more ready ammunition than the pistol it replaced, practical controls, and a compact last line of defense during a disordered night assault. Rifles and crew-served weapons remained primary; the Beretta was there when primary was no longer enough.

That is the honest measure of a military sidearm. It rarely shapes a battle; it is carried for the moment when everything else goes wrong. In Panama, the Beretta M9 was the new answer to that old requirement.
